Phase I Development

To ensure that your goals will be met upon project completion, we first:

Conduct a Project Needs Analysis at the outset of project planning to identify potential obstacles such as: utility availability, governmental restrictions, environmental issues, etc.

Interview Key Staff regarding project objectives, project requirements, and required outcomes.

Review All Data supplied, in order to gain a comprehensive understanding of the project's program requirements.

As needed, establish an internal Building Committee, with responsibility for project review and approvals.

We then:

Provide Financial Planning: Construct a preliminary budget, prepare preliminary cash-flow projections, financial-feasibility analyses and a financial model. (See sample budget in Addendum.)

Lead the company's Planning in each phase of the facility-delivery process, and advise and assist in the preparation of a detailed Building Program.

Manage a Project Feasibility Study, to include:

Neighborhood Review: Establish meetings with neighborhood association boards to review proposed site improvements.

Ordinance Review: Coordinate research on applicable governmental requirements involving zoning, subdivision regulations, site development requirements, water- quality regulations, and technical building codes.

Utility Review: Coordinate research on the availability of utilities to the site, including water, sewer, electric, gas telephone and in particular fees related to obtaining such utility services.

Environmental Site Assessment (ESA): Prepare a scope of service and distribute RFPs, evaluate responses, and make recommendations regarding the selection of an environmental engineer to perform a Phase I ESA.

Geotechnical Investigation: Prepare a scope of service and distribute RFPs, evaluate responses and make recommendations regarding the selection of a geotechnical engineer to perform a geotechnical investigation.

Develop a Master Project Schedule.

Prepare a Master Project Budget, to include:

Site work
A/E and other consultant fees
Construction costs
Legal fees
Interim interest
Financing fees
Appraisals
Regulatory fees
Furnishings

Data, telephone
Security
All other costs, as needed

Lead the Selection Process for A/E Consultant Team, and all other necessary consultants including:

Establish criteria for evaluating and selecting qualified consultants

Prepare and issue Request for Qualifications (RFQ)

Review proposals with client's key staff

Review and tabulate proposed fees, for "apples to apples" comparison

Recommend "short list" of finalists

For finalist interviews: establish interview schedule, prepare agenda, chair interviews, rate finalists

Recommend most qualified and competitive consultant team, and assist client in making final selections

Notify selected and rejected applicants by phone and letter
